Lewis County Criminal History Checks
No single database contains every Lewis County criminal record. Begin with the fact that must be confirmed. The Lewis Circuit Court Clerk holds official District and Circuit Court files. Lewis County JailTracker shows the public slice of current or recent county custody. The arresting agency keeps its incident narrative, while Kentucky Online Offender Lookup, or KOOL, covers state corrections custody and much felony supervision. An Administrative Office of the Courts report reaches District and Circuit cases across all 120 Kentucky counties, but it remains a court index rather than a fingerprint-confirmed rap sheet.
Gather the subject's full name, prior names, approximate age or date of birth, and a likely case year before searching. A case number gives the clerk the most precise route. Compare the court, charge date, and other public identifiers before treating a same-name entry as a match. For old Lewis County criminal history, ask whether the file moved off site and whether a file-locator number exists.
- Call the Lewis Circuit Court Clerk for the local filed case, charge disposition, docket, and copy options.
- Use the AOC statewide report when the search must reach Kentucky cases outside Lewis County.
- Open JailTracker through the official detention-center page for a current or recent local booking.
- Ask the arresting agency for the officer report when the event narrative is needed.
- Use KOOL for state custody or visible felony supervision, then request a certified clerk copy when proof of the outcome matters.
Lewis County Criminal Record Counters
Second Street looks like one compact justice hub, but it is not one Lewis County records office. The Lewis County Justice Center at 94 Second Street holds clerk-managed District and Circuit Court files. The sheriff works from Suite 102 at 112 Second Street, while the county attorney occupies Suite 207 in the same building. Fiscal Court's records custodian is in Room 201. The detention center, which creates the booking record, is nearby at 26 Railroad Street.
The legal custodian matters more than the short walk between counters. A request for a sheriff incident report does not become a court request merely because charges were filed. The Fiscal Court's open-records policy expressly says it does not cover records held by the independently elected sheriff. Likewise, the clerk cannot supply a Vanceburg police narrative, and AOC cannot produce the original local case file through its CourtNet contact page.

The Kentucky Court of Justice publishes a view of the Lewis County criminal records landmark. Its clock-tower image helps identify the right court building before a clerk visit.
The image also underscores the split: court papers stay with the clerk even though sheriff and county offices sit close by.
Official Background Checks in Kentucky
The Kentucky Court of Justice background-check service searches CourtNet case data from District and Circuit Courts in all 120 counties. It is the most direct statewide name-based court report for Lewis County. The report can point to cases beyond the local clerk's counter, but it is not an identity-confirmed Kentucky State Police criminal history. The county clerk still holds the pleadings, orders, and certified copies for cases filed here.
Kentucky State Police, Criminal Identification and Records Branch maintains the centralized repository under KRS 17.140 and supplies fingerprint-supported processes. No permanent fingerprint enrollment site in Lewis County was confirmed. Anyone reviewing their own identity-linked state history should obtain current KSP instructions and verify whether the sheriff can roll ink fingerprints before traveling. A separate FBI Identity History Summary covers fingerprint information reported to the federal system.
The official AOC page shows the statewide court-record check route used for a broader Lewis County criminal record search.
This screen is a starting point for the report, not a replacement for a signed judgment from the Lewis County clerk.
Lewis County Background Check Layers
A Lewis County name search and a fingerprint check answer different questions. AOC searches names and identifiers against Kentucky court cases. KSP links fingerprints to arrest cycles and reported dispositions in the state repository. The FBI's subject-only Identity History Summary looks at fingerprint-supported information reported to federal systems. Each may omit detail that another source holds, so the goal should determine the channel.
| Channel | Best use | Main limit |
|---|---|---|
| Lewis clerk | Local docket, disposition, orders, certified copies | One county and its filed cases |
| AOC report | Kentucky District and Circuit index across 120 counties | Name-based court data, not a KSP rap sheet |
| KSP process | Own identity-linked Kentucky criminal history | Use the current fingerprint route |
| FBI summary | Own federal fingerprint-index history | Does not replace a Lewis County judgment |
The FBI electronic ordering portal collects the core order information for a subject's own summary and requires fingerprints.
If the summary conflicts with a local result, obtain the Lewis County order and follow the contributing agency's correction process.
Kinds of Criminal Records
Lewis County criminal records are separate products created at different points. An officer report describes the incident and probable cause. Jail staff create a booking entry after intake. Prosecutors file or change charges, and the clerk records court events, pleas, dispositions, and sentences. Kentucky State Police receives qualifying fingerprint transactions, while KDOC publishes a corrections view through KOOL. The registry is limited to people who meet sex-offender registration law.
The record's creator is usually the best custodian. Ask the sheriff, Vanceburg Police, or KSP for an officer-created report. Ask the detention center for booking material. Use the clerk for the case outcome. These distinctions prevent a common error: reading an early arrest charge as if it were the final Lewis County conviction.
- Police and arrest records: agency reports explain the event, officer action, and initial allegation.
- Booking records: the Lewis County Detention Center records intake, custody, charge, and bond data.
- Court files: District and Circuit dockets show how a charge moved and ended.
- Repository records: KSP links reported fingerprint arrest cycles to state history information.
- Corrections and registry entries: KOOL and the KSP registry publish different statutory slices.
Lewis County Custody Record Systems
JailTracker, CourtNet, and KOOL are often mistaken for three versions of the same Lewis County criminal history. They are not. Enter JailTracker through the official detention-center page to check current or recent county custody. CourtNet supplies statewide judicial case data, usually reached by the public through an AOC report or the local clerk. KOOL covers state corrections custody and publicly displayed felony supervision.
A person can appear in one system but not another. Someone booked at Railroad Street may be released before a case is filed. A person with a Lewis County misdemeanor case may never enter KDOC custody. A sentenced prisoner may move from the local jail to a state facility and then appear in KOOL. Always read the system label, date, status, and charge-level outcome instead of assuming that absence proves no record exists.
- Booking
- The jail's intake event, which may occur before a prosecutor files a court charge.
- Disposition
- The charge result, such as conviction, dismissal, or acquittal.
- Capias
- A court command to take a person into custody, often after a failure to appear or comply.
- Probation
- Court-ordered community supervision that may not create a public KOOL entry in every case.
Lewis County Criminal Records: What They Contain
The fields depend on the record. Police and booking entries focus on the event, agency, arrest charge, custody, and bond. A Lewis County court file adds the case number, docket events, lawyers, hearings, pleas, disposition, sentence, and money owed. A KSP repository history uses identity segments and fingerprint-supported arrest cycles. Protected personal data, sealed material, juvenile information, and victim details may be withheld or redacted.
| Name & Identifiers | Name, aliases, public descriptors, and agency identifiers, subject to redaction. |
|---|---|
| Arrest / Booking Data | Incident or booking number, date, agency, initial charges, bond, and custody status. |
| Charges & Statutes | Offense descriptions, KRS citations, class, and later amendments where the court records them. |
| Disposition | Pending, conviction, dismissal, acquittal, no bill, or another charge-level result. |
| Sentence | Confinement, probation, fines, costs, restitution, and related orders when public. |
| Custody / Supervision | Local jail status, state custody, probation, or parole information in the proper system. |
A court entry marked disposed does not always mean convicted. Read each charge and its date. Likewise, a booking photograph and arrest heading establish neither guilt nor the final offense.
Lewis County Booking-to-Court Timeline
A Lewis County record can begin with an officer's report, move to booking, and end with a very different court result. Jail staff record identity, property, screening, fingerprints, photograph, charges, and bond after admission. KRS 441.046 governs fingerprint transmission for specified jail admissions. A complaint begins in District Court. A misdemeanor may finish there, while a felony receives preliminary treatment before a grand jury can return an indictment for Circuit Court.
Record flow: Officer report › Railroad Street booking › District Court complaint › Circuit indictment when returned › plea or trial › disposition › sentence.
County Attorney Benjamin L. Harrison prosecutes Lewis County misdemeanors, violations, and juvenile matters. Commonwealth's Attorney Rhese McKenzie handles felonies in the 20th Circuit. Teresa Callahan's clerk office keeps both District and Circuit files. That chain explains why the arresting officer, jailer, prosecutor, and clerk can each hold a different but valid record about one event.
Note: The final disposed charge in the clerk's file is the best public source for how a Lewis County prosecution ended.
Kentucky Public Access Laws
The Kentucky Open Records Act governs requests to public agencies, but it does not erase the need to find the correct Lewis County custodian. Describe records rather than asking the agency to answer a question. Include the agency, date range, incident or case number, and preferred format. An agency can redact protected identifiers and withhold material covered by a lawful exemption, including some juvenile, victim, and active-investigation information. A denial should state its legal basis, and KRS 61.880 supplies an Attorney General review route.
Key Kentucky statutes:
KRS 61.870 through 61.884 defines public records, custodians, request procedures, and exemptions.
KRS 61.880 sets response duties and the Attorney General review process.
KRS 17.140 places Kentucky's centralized criminal-history system under KSP.
KRS 431.073 governs eligible felony vacatur and expungement.
Public access does not make every field public. The clerk, sheriff, jailer, city police, KSP, and KDOC apply the laws to the records each office actually holds.
Lewis County Warrant Record Fallback
Lewis County publishes no verified active-warrant website, and Kentucky has no public statewide warrant portal. For one's own possible warrant, call the Circuit Court Clerk at 606-796-3053 or 606-796-6002 to identify a filed case and ask whether its public docket contains a warrant or capias event. Then contact counsel or the correct court about appearance and bond procedure. A third-party name result cannot prove current status.
The Lewis County Sheriff at 606-796-2912 serves Emergency Protective Orders, domestic-violence warrants, and warrants sent from other Kentucky counties. The County Attorney at 606-796-3201 explains local complaint initiation, though the office directs complainants to law enforcement for investigation. Vanceburg Police handles its own investigations and executions, and KSP can hold statewide network entries without offering a public search.
Note: Sheriff staff cannot promise that a caller will not be arrested, so obtain legal guidance before trying to resolve an active matter.
Restricted, Sealed & Expunged Records
Lewis County criminal records can be restricted by juvenile law, a sealing or expungement order, privacy rules, or an active-investigation exemption. Redaction removes protected fields from an otherwise public document. Expungement removes an eligible matter from ordinary official systems under Kentucky law. AOC still keeps a restricted order index for later eligibility certification, and prosecutors may keep a nonpublic law-enforcement record as allowed by law.
For many petitions, first obtain the AOC/KSP expungement certification. It costs $40 and expires after 30 days. File the correct form with the Lewis Circuit Court Clerk in the county where the charge was filed. Eligible felony relief generally carries a $50 filing payment and another $250 if granted. Dismissed-with-prejudice and acquitted nontraffic cases entered on or after July 15, 2020 are generally expunged automatically after 30 days.
Lewis County Expungement Record Trail
The Kentucky Court of Justice expungement process begins before the Lewis County petition reaches the clerk. An online applicant registers with a verified email, pays the certification fee, and monitors statuses such as Processing, Sent to KSP, and Complete. A mail applicant uses AOC-RU-009, includes a check or money order payable to Kentucky State Treasurer, and sends it to the AOC Records Unit in Frankfort.
If the court grants relief, distribution can include the defendant or counsel, prosecutors, Kentucky State Police, the arresting agency, and local jail. When an old Lewis County record remains visible, obtain the signed order and contact the specific source displaying it. Do not assume the clerk's update automatically fixes a stale booking screen or agency copy at once.
| Expungement item | Published amount or timing |
|---|---|
| AOC/KSP certification | $40; valid for 30 days |
| Eligible felony filing | $50 nonrefundable at filing |
| Eligible felony if granted | $250, with installments possible |
| Prosecutor objection period | Up to 60 days |
Lewis County Supervision Records
Adult felony probation and parole in Lewis County are state-run through KDOC District 15, not a county probation department. The headquarters at 3000 Louisa Street, Suite 1, Catlettsburg serves Lewis and nine other counties. Call 606-739-5833 to learn which officer or satellite handles the case. KOOL may show public state custody or felony supervision fields, while the sentencing order supplies the legal basis for supervision.
Misdemeanor probation may appear only in the Lewis County court file when there is no KOOL entry. Probation and parole also differ: the court orders probation and handles revocation, while the Kentucky Parole Board makes parole decisions and KDOC administers community supervision. Officer notes and assessments should not be assumed public.
The official District 15 page identifies the multi-county office serving Lewis County.
The Catlettsburg location explains why a Lewis County supervision question may route outside Vanceburg even though the sentence remains in the local court file.
City-by-City Criminal Records in Lewis County
Lewis County has only two incorporated cities. Vanceburg is the county seat and has the only official city police page located in the research. Concord has no identified city police department, municipal court, official portal, or city records form, so its record route uses the sheriff, KSP, county jail, and county clerk. Tollesboro is unincorporated and is not used to pad the list. The city cards preserve those real differences.
